Statsminister Erik Eriksen (Venstre) holder tale, hvori han redegør for grundlovens historie og betydning. Han giver ordet videre til Folketingets formand Gustav Pedersen, som redegør for de væsentlige ændringer. Medvirkende: rigsdagsmedlemmer og ministeriet. Kong Frederik 9. er ikke til stede.
