Handlingen er lagt til slutten av 1940-årene i en kinesisk fiskerlandsby som nesten utelukkende består av kvinner. Mesteparten av mennene i landsbyen omkom under en storm på sjøen. Alle venter i uro på de endringene de står overfor etter at kommunistregimet har tatt makten i landet, og hvordan de nye myndighetene vil reagere på de særegne og tildels barbariske skikkene som har etablert seg i det lille samfunnet.
