Мафія "кришує" місцевих бізнесменів, торгує наркотиками, грабує інкасаторів, здійснює напади на неугодних їй служителів закону. Доходи від мафіозної діяльності йдуть на самий верх, в Москву, невиліковно хворому босові мафії Павлу Васильовичу, який керує всіма справами з лікарні.
