What happens

Tiger Claws is a 1992 Canadian martial arts thriller film directed by Kelly Makin and starring Jalal Merhi, Cynthia Rothrock and Bolo Yeung. Merhi and Rothrock play New York cops investigating the serial killings of martial artists, which may be the work of a demented fighter (Yeung) looking to prove the superiority of his own style, the Tiger Claw.
