The film was adapted from the 1997 television series Bayside Shakedown. The film is set in Tokyo, and focuses on the rivalry between two neighboring police precincts over jurisdiction in a new case. A Detective Sergeant is pushing for significant reforms, while his superiors are setting him up to take the fall in case of failure in a high-profile kidnapping case.
