Nele, faz-se uma sátira aos anos do regime militar no Brasil, quando militantes comunistas comandados por Frederico Eugênio — personagem de Bussunda — planejam roubar a Taça Jules Rimet das mãos dos futebolistas Pelé e Carlos Alberto Torres. O objetivo dos militantes é desmoralizar o ufanismo e a capitalização política do título mundial da Copa do Mundo de 1970 por parte da junta militar, comandada por um fictício general "Mirandinha" (interpretado por Cláudio Manoel).
