Главные кандидаты на выборах — авторитетный бизнесмен Турист и прокурор города. Жизнь города резко меняется, борьба за власть набирает обороты: в город прибывают московские политтехнологи, изо всех сил работает местное телевидение, задействованы все криминальные группировки, поддержать кандидатов приехали даже звёзды шоу-бизнеса.
