In 1930s Japanese-occupied Korea, a Korean police officer collaborates with the Japanese oppressors to gain power and money so he can care for his mentally scarred brother. He pursues a masked vigilante known as Gaksital who fights for justice and equality, setting off a cat-and-mouse chase that tests family loyalties and leads to rebellion and tragedy.
