מדינה זבל הוא סרט תיעודי בבימויו והפקתו של אורי רוזנווקס שהופק עבור ערוץ 8 בכבלים בשנת 2008. הסרט עוקב אחר תופעת השלכת פסולת ואשפה במקומות ציבוריים ברחבי ישראל ודן בסוגיות העולות נוכח התופעה. הסרט זכה בפרס פראט לשנת 2008 לתקשורת בנושאי הסביבה. לצורך הכנת הסרט ערך רוזנווקס תחקיר במשך שנה ובמהלכו תיעד את תופעת הליכלוך במרחבים הציבוריים, בתי מלון, פארקים, בתי ספר ואף במחנה הריכוז של פולין בו מבקרות משלחות נוער רבות מישראל. כמו כן מתראיינים בסרט אישי ציבור ופעילי איכות סביבה כגון דן חמיצר וסגן ראש עיריית רעננה המנוח עוזי כהן, המספרים על פועלם בתחום ותובנותיהם שעלו במהלך ניסיונם למגר תופעה זו. רוזנווקס מדגיש בסרטו את תופעת השלכת הפסולת כתופעה חוצה מגזרים הרווחת בכלל החברה הישראלית ללא הבדלי רקע עדתי או מעמד סוציו-אקונומי. מתחילת שנת הלימודים של 2012-2011, מוצג הסרט בבתי ספר על יסודיים שונים ברחבי הארץ, על מנת להראות לנוער את ההשלכות של מעשיהם בכל הנוגע ללכלוך ומניעה מקסימלית של השלכת פסולת.
