《형사》는 2003년 11월 7일부터 2004년 2월 27일까지 SBS에서 방영된 주간 시트콤으로, 형사들이 겪는 애환과 사랑, 우정을 그렸으나 첫 회부터 열심히 일하는 형사들을 희화화했다는 혹평을 받아왔으며 연출자 송창의 PD는 해당 프로그램 전작 《맨투맨》 연출자 김현철 PD와 마찬가지로 오래 전 MBC를 떠난 프리랜서 연출자였는데 이 당시 SBS는 주병대 윤인섭 최홍철 김병욱 이기진 이상훈 최성인 윤상섭 PD 등이 96년 이후 회사를 떠나 예능-시트콤 제작에서 허리 구실을 해야 할 중견 연출자 부재에 시달렸다.
